From what we can see, this is a cutter (that uses a razor blade) under control of a Tandy 102 computer, possibly running BASIC.
It seems that the computer controls the advancement of material to be cut via a really fancy Microstep Drive controller and a good size stepper motor. When the desired length of material is advanced, the razor blade is brought to bear by means of a solenoid.
