The length is 15.4 cm. The ends have sharp edges from high-speed cutting. This is Russian aerospace surplus titanium, fairly soft and can be bent or machined pretty much like low carbon steel. The GOST specification is VT1-0, which corresponds to ASTM Grade 2. It is perfect for corrosion resistance in weather, saltwater, engine exaust or chemical equipment.
